Chief, Strategic Engagement

Department/Program Summary:

The Strategic Engagement group represents a collaborative GMF-wide communications and engagement function whose purpose is to achieve greater efficiency, synergy and strategic messaging.  The teams managing government relations, communications, publications, CRM database, and events comprise this group.  The group will ensure all internal and external engagement reflects and widely promotes GMF’s brand:  we are the living, breathing spirit of the Marshall Plan.

Job Summary:

The Chief, Strategic Engagement (CSE) leads GMF’s transatlantic strategic engagement in the form of internal and external communications, brand, events, publications, and government and media relations. 

The CSE identifies, develops and implements comprehensive engagement strategies which elevate awareness, visibility, engagement and support of GMF’s activities and content among targeted audiences, national and local media, policy makers and other influencers, and individual and institutional funders on both sides of the Atlantic and with global partners, to advance strategic imperatives aligned with our mission and building our reputation.

Essential Duties & Responsibilities:

Engagement Strategy

  • Develop an annual engagement strategy and specific marketing campaigns with direct reports and colleagues to ensure alignment among all GMF information outlets:  program activity, publications, events, communications, and government relations
  • Work closely with the Chief Development Officer to create messaging, materials, and delivery for each of GMF’s donor audiences
  • Design and execute strategies for expanding content offerings on both existing and emerging platforms, with an aim of attracting new audiences and deepening engagement with existing audiences; address needs of diverse audiences, including ethnic, age and education level
  • Develop strategy and guide rapid response efforts by implementing a process to incorporate and operationalize input from subject matter experts
  • Project GMF’s engagement needs into the near- and long-term future; understand future trends in media, related fields and the world, and the impact on GMF’s strategic goals and priorities
  • Reflect GMF’s organizational brand through all content and channels and platforms; develop brand voice and maintain brand integrity across all platforms.
  • Analyze and make data-driven decisions to inform strategy and approach
  • Evaluate existing and potential external partnerships for their value/ROI, to maintain and grow those that are truly synergistic
  • Maximize media opportunities and develop relationships with partners, media members, influencers, and community leaders
  • Deploy staff to meet audience needs across all platforms
  • Provide oversight for compliance on applicable government regulations
  • Serve as spokesperson for the organization

Internal Stakeholders

  • Design standards and procedures to acquire, coach, evaluate and hold accountable high quality, content-making and content-delivery talent.
  • Define, instruct and model excellence in both qualitative and quantitative terms
  • Provide input and, creative assistance with fundraising activities
  • Understand and champion appropriate internal intersections between content making, events, government relations and fundraising
  • Steward visual identity by educating internal stakeholders on design principles and tools, and ensuring alignment with brand guidelines
  • Lead, manage, and build culture through a diversity, equity, and inclusion lens and hold your direct reports accountable for the same

Channels & Platforms

  • Oversee and ensure alignment of all activities across multiple communications streams, including brand communications, messaging and content, events, media relations, government relations, and publications
  • Leverage the power of story to elevate brand; build a compelling messaging strategy and manage an effective content calendar to implement it
  • Support president’s communications including speeches and op eds
  • Stay ahead of trends in content-making, publishing and other electronic information and emerging communication technologies
  • Perform media & audience data analysis and deploy the knowledge gained
  • Complete transition to centralized CRM and leverage its potential for reaching different audiences

Knowledge & Skills Needed:

  • A minimum of 10 years of leadership experience in communications strategy and execution
  • Proven success in leading engagement efforts in evolving environments; highly skilled in external as well as internal communications and communicating across multiple audiences and channels
  • Experience developing communications and/or brand strategy, as well as managing brand development and media relations
  • Experience developing and guiding the implementation of long- and short-term strategy, ensuring strategic alignment among all teams
  • Past track record of diversifying a content-making team toward greater inclusion/representation of the community served
  • Success working in a highly collaborative, cross-functional setting, with the ability to manage input from a variety of stakeholders
  • Experience managing in a matrixed organization and leading through change
  • Experience coaching and mentoring staff across communications streams
  • Robust experience with social media, media & audience data analysis, CRM systems, and application to decision making
  • Demonstrable ability to engage diverse audience, including ethnic, age and education level
  • Knowledge of trends in content-making, publishing and other electronic information and emerging communication technologies
  • Knowledge of regulatory governance and rights management regulations in the electronic media industry
  • Strong presentation skills (to teams, staff, Board of Directors, public/community, funders, events, policy makers, etc.).
  • Highly effective communication skills across a broad range of internal and external stakeholders and audiences
  • Flexible problem-solving skills with an ability to work on long-term projects as well as respond to unanticipated opportunities
  • Demonstrable creativity, dynamism, and curiosity as well as passion for GMF’s mission
  • Political savvy and diplomatic skills an effective advocate both within the organization and in the transatlantic community

Education:

  • Bachelor’s degree or equivalent experience
