Grant Officer - Europe

The Europe Grant Officer will work in GMF'S Bucharest Office.

The Finance workstream provides key decision support and advisory services to the organization. It encompasses a broad range of activities that include accounting, financial planning, business intelligence, monitoring and evaluation, and reporting. As a strategic partner to the programmatic workstreams, it plays a central role in ensuring achievement of organizational objectives.

Job Summary:

As an integral member of the GMF Grant Management team, the Grant Officer reviews and helps manage grants funded by the EU or other European based donors. Main competencies require a good understanding of EU and other European funder’s requirements for grants and contracts, and ability to adhere to them in facilitating grant management at GMF. The Grant Officer also helps review and tracks financial reporting requirements for EU and European donors funded grants and supports preparing and finalizing interim analyses and reports in donor required formats. The grants officer also supports setting up, monitor, and close grants in the GMF grants management systems. This position requires strong knowledge and experience with the EU and other European donors’ grant management, and reporting requirements and compliance requirements.

Essential Duties/Responsibilities:

  • Provide support in managing GMF’s portfolio of EU and other European donor funded grants, contracts, and gifts and facilitating financial reporting and stewardship.
  • Support all new European donor funded grants and awards are set up correctly in the grants management system and notify all stakeholders of the pertinent details and requirements of the grants.
  • Help monitor existing European donor funded grants and contracts deliverables to ensure compliance to organizational and donor policies and requirements.
  • Help identify European donor funded grants’ milestones and monitor them to make sure they are completed in a timely manner.
  • Help in conducting due diligence while reviewing grant documents and preparing them for processing and signature.
  • Support review, understand and setup invoicing requirements for European funded grants.
  • Support preparation and finalization of financial reports for European donors’ funded grants and liaise with workstream and project coordinators when required.
  • Assist in making sure grants records are retained after the award as per funders’ specifications.
  • Support proper closure of grants in the GMF grant management systems.
  • Help schedule and facilitate audit of grants and maintain a log for grants audits.
  • Other tasks necessary to support and promote better grant management at GMF.

Knowledge and Skills Needed:

  • Minimum of 3 years of technical grant management experience with EU or other European donors, foundations, private and endowment funding.
  • Working knowledge of EU and other European donors’ regulations regarding fiscal management of grants.
  • Experience working with and managing the oversight of multimillion and multiyear dollar grants.
  • Advanced proficiency in Excel and experience with accounting and CRM software (i.e. Familiarity with Oracle NetSuite etc.)
  • Demonstrated experience in problem solving and ability to find creative solutions.
  • Demonstrated ability to work effectively under pressure and handle simultaneous tasks.
  • Solid analytical capabilities and excellent data presentation skills and strong writing skills.
  • Sound business judgment and ability to manage shifting priorities and competing deadlines to ensure accuracy and high-quality standards.
  • Prior experience as a coordinator of an EU funded project is a plus.
  • Prior experience in financial management of grants is a plus.
  • Prior experience in an international, cross-cultural work environment is preferred.
  • Proficiency in English required, Proficiency in other languages a plus.

Education:

  • Bachelor’s degree in economics, Accounting, Finance, Math, or related field. Master’s degree preferred

Salary: 40,078 – 50,097 Euros
